Editor's Note
This week we're featuring an article about the Treasury
Inspector General's report that concludes that the same
taxpayers who apply for refund anticipation loans because they
are so desperate to receive their tax refunds that the
standard two- to three-week IRS processing time is simply too
long to wait, should be targeted for receiving the free tax
preparation services offered by the IRS in its Free-File program.
Personally, I'd prefer to see the IRS focus its efforts on
educating those taxpayers about how withholding works and
explaining how to adjust W-4 forms so that they are not
over-withheld. Perhaps the IRS computers could generate and
mail to these taxpayers an already-filled-out W-4 form that
would adjust withholding to an appropriate level and would be
ready to sign and give to the employer. Oh but wait - then the
government would lose money. That will never do.
